EBP Modifiers

The following is a list of all the Children’s EBPs supported by MDHHS, a brief description of the practice as well as the HCPCS codes used by CMHSPS/PIHPs when billing. In April 2025, additional modifiers were identified so that identified EBPs can utilize a modifier along with an HCPCS code when documenting the provision of the service to children, youth and their families with serious emotional disturbance. Trauma Focused Cognitive Behavioral Therapy (T-FCBT), Trauma Assessment

T-FCBT is an evidence-based treatment for children and adolescents impacted by trauma and their parents or caregivers. Research shows that T-FCBT resolves a broad array of emotional and behavioral difficulties associated with single, multiple and complex trauma experiences. Caregiver Education

Caregiver Education utilizes the National Child Traumatic Stress Network Resource’s curriculum, Caring for Children Who Have Experienced Trauma: A Workshop for Resource Parents. It is an eight-module workshop designed to educate caregivers (biological or adoptive parents, foster parents or relatives) on the effects of trauma on the children in their care. Child Parent Psychotherapy (CPP)

CPP is a therapeutic intervention for young children, birth through age five, and their parents/ caregivers. Parent Management Training-Oregon (PMTO)

PMTO model is an evidenced based best practice approach that recognizes the vital role parents play as being the primary change agents within their family. Dialectical Behavior Therapy-Adolescents (DBT-A)

Families Moving Forward (FMF)

FMF Program is a behavioral consultation intervention delivered by trained providers. FMF was tailored for families raising children, 3-12 years, with pre-natal exposure (PAE) or fetal alcohol spectrum disorders (FASD) who have clinically concerning behavioral problems. These families often feel caregiving stress and seek mental health care- or aftercare following an FASD diagnosis. Use of Modifier upon approval of MDHHS-BCCHPS.

Strengths and Strategies (S&S)

S&S is an evidence-informed practice for caregivers/families raising children exposed to alcohol during their prenatal development with challenging behavior. This practice is provided by a trained CMHSP clinician either in the office or in the child’s home. S&S model is highly flexible, based on how the brain functions when it is exposed to alcohol prenatally and how that affects behavior. The treatment is customized to match the needs of children with a diagnosed or suspected FASD and their families. Use of Modifier upon approval of MDHHS-BCCHPS.

Infant Mental Health-Home Visiting

Provides home-based parent-infant support and therapeutic intervention services, using the evaluated Infant Mental Health Home Visiting model (birth to 36 months), to families where the parent's condition and life circumstances, or the characteristics of the infant, threaten the parent-infant attachment and the consequent social, emotional, behavioral, and cognitive development of the infant. Use of Modifier upon approval of MDHHS-BCCHPS.

Infant and Early Childhood Mental Health Consultation

Infant and Early Childhood Mental Health Consultation (IECMHC) services improve outcomes for young children (birth through five years old), families, home visitors, and early care providers. Michigan’s IECMHC (also known as Social Emotional Consultation) is a prevention-based intervention teaming mental health professionals with early care providers, home visitors, and families to improve adults’ ability to positively develop children’s social, emotional, and behavioral health from birth through age five. Use of Code upon approval of MDHHS-BCCHPS.

Multisystemic Therapy (MST®)

Multisystemic Therapy (MST®) is a scientifically proven intervention for at-risk youth. Therapists work in the home, school and community and are on call 24/7 to provide caregivers with the tools they need to transform the lives of troubled youth. MST reduces criminal activity and other undesirable behavior. Staff implementing are trained/receiving ongoing consultation from MST Services, Inc. to use code.

MST programs have ongoing training/consultation from MST Services.

Treatment Foster Care-Oregon (TFCO)

Treatment Foster Care Oregon (TFCO) was developed as an alternative to locked-care settings for children and youth with severe emotional and behavioral disorders. The two main goals of TFCO are to create opportunities for youth to successfully live in a family setting and to simultaneously help parents (or other long-term family resource) provide effective parenting. Youth reside in the TFCO treatment home for approximately 6-9 months. The homes receive initial and ongoing training, daily monitoring, weekly group support, and in-the-moment coaching. CMHSP/Agency staff implementing TFCO have completed clinical training, have ongoing engagement with a TFCO site consultant, and ensure the model is being implemented to fidelity.

Transition Independence Process (TIP)

The TIP Model prepares and supports transition age youth and young adults (TAYYA) with educational and employment opportunities, safe living situations, their personal effectiveness and wellbeing, as well as their community-life functioning. The TIP Model is an evidence-supported practice that is implemented through a multidisciplinary approach. The TIP Model can assist TAYYA in navigating the unique challenges that they face during their launch into adulthood roles/functioning. Use of Modifier upon approval of MDHHS-BCCHPS.

Navigate (First Episode Psychosis model)

Specialized support for youth and young adults experiencing a first episode of psychosis can be provided using an evidence-based model, NAVIGATE. The primary role of this model is to explore the youth/young adult’s experience and discover what matters most to them and how to move in that direction. While this is a little different for everyone, many young people are focused on goals related to completing school, keeping a job, feeling more like themselves, and maintaining healthy relationships. The model is holistic in nature ensuring a treatment approach that addresses all areas of life. Use of Modifier upon approval of MDHHS-BCCHPS.
